Method
- Boil potatoes until fork tender, then drain.
- Add butter, sour cream, milk, salt, and pepper.
- Mash potatoes to desired consistency. Set aside.
- Brown ground beef with onions and garlic. Drain grease.
- Add frozen vegetables and cook for 5-7 minutes.
- Sprinkle flour over meat and veggies, stir to mix.
- Add tomato paste and stir to mix.
- Add beef broth, Worcestershire sauce, rosemary, thyme, and bay leaf. Simmer and reduce heat.
- Cook uncovered for 10 minutes, adding broth if needed.
- Remove from heat. Spread meat mixture in a 9x13-inch baking dish.
- Remove bay leaf before adding beef mixture to the dish.
- Top with mashed potatoes, making an even layer.
- Cool meat filling for 20 minutes before adding potatoes.
- Line a baking sheet with parchment paper and set the dish on it.
- Bake at 350°F for 30 minutes until golden brown and bubbly.
Notes
For a richer flavor, use bone broth instead of regular beef broth.
